Levy

A levy is a payment made by citizens to the State so that it can finance its activities and services.

Taxes, fees, and contributions to the state are all considered levies. The Spanish General Tax Law defines them as “public revenue consisting of monetary contributions demanded by a public administration as a consequence of the occurrence of the fact which the law links to the duty to contribute, with the primary purpose of obtaining the necessary revenues to sustain public expenditure.”
